Could the smallest part of "1,000" be ",000"?
Many publishing manuals of style state that the thousands separator, in normal text for numbers, is not used for four digit numbers where no decimal fractional part is shown. Even so we can not declare there is no decimal separator in "1,000". The comma may very well be the decimal separator, as many countries use it as such. (In the United States and the British Empire the radix point is represented with a full-stop and not a comma.)
