For integral unit increments of x, what equation generates the values of y which are represented in the blocks?

Avoid the obvious.

Hint:
The trick works with Internet Explorer, Firefox and Opera but Opera may behave a little differently to mouse explorations; oh, concentrate on the higher part of each block.

I suspected you may have had made use of HTML to "hide" values. Though, I did not really wish to look at the HTML source-code, and perhaps that is why I did not "discover" the "trick".

Perhaps due to the settings or the version of IE I have, the mouseovers do not activate any tool-tip messages on the given puzzle, even though they work on other areas of the web-page.
