Find the smallest set of distinct whole numbers that contains one 1, two 2s, three 3s, ..., nine 9s

Smallest refers to the sum of the numbers in the set.

Much the same as Daniel's, but with the single digits, 1 to 4, sacrificed to the 'tens' column to keep the '9's in the units column.

5, 6, 7, 8, 9, 19, 28, 29, 37, 38, 39, 45, 48, 49, 57, 58, 59, 66, 67, 68, 69, 77, 79, 84, 89

The total is now down to 1140, but I think there's still some work to do..
