As to notation, the traditional manner is to have the bottom row of tiles abutting on a side. I have amended my earlier post accordingly.

As to the 'solution', I suppose the best answer is that I solved the problem as it was set. I'll leave the new version for someone else to solve. Instinctively I doubt whether it can be done with just the given set of tiles; it then becomes a bit open what new tiles one chooses to draw.
