Assuming the date claiming maximal sum of digits is 9/29/1999, Yosi will attain his 13th birthday on 9/29/2012, which is a Saturday immediately before Sukkot (30/9/2012). So it seems his Bar Mitzvah could be held on that very day or any one of the 7 following days.
