Another valid solution would be when Yosi turns 83.
He would turn 83 on Tuesday, 6 Tishri 5843 (September 29, 2082).

Following the same principle that he is Bar Mitzvah during a Sabbat or a morning service on Monday, Thursday or a festival, the earliest 2nd Bar Mitzvah ritual for Yosi should be 8 Tishri 5843 (October 1, 2082).
