The second hand travels 1/60 of the circular watch face in one second. A circle is 360 degrees, therefore the second hand travels 6 degrees in one second.

There are 60 arcminutes in 1 degree and 60 arcseconds in 1 arcminute, therefore there are 21600 arcseconds (angular seconds) in one second covered by the second hand of the analog watch.
