I had been thinking it meant all arrows had to be clicked once, in a particular order. Because of your comment, and Hint 2 in the problem, I now think that's the wrong approach. If each letter must move once, then all shifts must be vertical, or all shifts must be horizontal.
If the message will be read horizontally across, doing horizontal shifts won't do much to produce a message.
I suspect vertical shifts are necessary (some up, some down), to make the message appear.
I'm afraid I can't do more than speculating at the moment. I must get ready for work.
