Given this 3 x 3 matrix:

define a simple procedure with the minimal number of operations resulting in the value of 682.

Ady has reinforced that attention is to be on the matrix and simplicity.  In one other comment he indicated the use of the numerals 1,2 & 3. 

Consider the difficulty level is D2 so I am asking for something that is not very obscure.
