San in both San Fernando and San Antonio is an apocopic form [lacking the final sound or syllable] of santo (Spanish and Italian masculine noun for saint), the plural of which is not, as the puzzle implies, sans, but (Spanish) santos or (Italian) santi.  

English words pluralized as sans are the nouns:
san (1) a letter of the archaic Greek alphabet that came before qoppa and after pi, and represented one of the sibilant (s-like) sounds; and the dated and informal word san (2) a sanitorium.
