Not as small as nine-thousandths, but another possible number that contains one each of the five vowels is de Bruijn constant. The number is given as 1.1064957714....
Perhaps what Ady was wanting was the smallest English name of a counting (i.e., natural) number. Given a further limitation of standard American English venacular, then five thousand may be then indeed be the smallest. Permitted British English, two hundred and six is smaller than five thousand.
