What is the largest amount of money you can possess in U.S. coins(i.e. 1,2,5,10,25,50 cents) without being able to make change for a dollar ?

How about 3 quarters, and 24 2 cent pieces, for a total of $1.23? There are other ways to get $1.23 without being able to make change.
