A ruler (Posted on 2015-08-05) Difficulty: 3 of 5
I am on a march.
I am a monarch.

The above phrases are anagrams of an authorative ruler, who was not a monarch, but acted as one.
Who was it?

Mao Zedong (Chairman Mao) (b.1893-d.1976),
who, as having been a leader of the Long March (a series of retreating marches of the Red Army against the pursuit of the army of the Chinese Nationalist Party in the Chinese civil war), after the Long March ended, rose to the position of Chairman of the Communist Party of China and ruled over the People's Republic of China (1949-1976).
