Starting in Delaware, you must tour the 48 contiguous United States, visiting each state exactly once.

I think you missed the "exactly once."  The thing about Maine is you can only enter from New Hampshire.  So once you get there you can't leave without breaking this requirement.

I live in Massachusetts and know firsthand about paying the tolls on NH's short stretch of highway leading to Maine and back.

Another thing to try is starting in Maine.  How many states until you actually get a choice of which to visit next?
