b) Not sure what sequel the puzzle author had in mind. I googled the phrase and see it attributed to Kurt Cobain. Kurt may have been paraphrasing Winston Churchill, who said something very similar involving X and Y. Churchill's next sentence reportedly was "I wish they'd make up their minds."
