Just playing with small values of S finds:
1^2 + 11^1 + 11^2 = 3^5
5^2 + 7^2 + 13^2 = 3^5
3^2 + 3^2 + 15^2 = 3^5
The smallest value of P+Q+R is 23, from the first equality.
