Place 18 1x1x5 sticks in a 5x5x5 cube so that it is not possible to place a 19th stick in the cube.

I chose 18 because I was thinking of a different configuration.  So I add this as a challenge: Place the 18 sticks in the cube so that a short 1x1x2 stick cannot be added.
