Approximate pi (=3.1415926535..) using
three decimal (not necessarily distinct) digits.
2 remarks:
a. Only standard algebraic operators and symbols allowed, i.e. no "!", "log", "sqrt" etc
b. Stay within the .3% error margin.
c. What accuracy of approximation is possible if a. were waived i.e. "All (except "pi") standard algebraic operators and symbols allowed,e.g. "!", "log", "sqrt", "phi", "e" etc?

Prior to your post I wanted to address JDK's reservations re your "exact" answer:
a. The exact value is OK and should be accepted as an approximation that has the requested accuracy (i.e. within the .03%).
b. Even purists will agree that "using three decimal (not necessarily distinct) digits can be easily obtained from one-digit equation by adding +1-1, *7/7 or similar.
