What US State is triply landlocked --( a resident must cross three states to reach an ocean, gulf, or bay)?

You would not need to travel through Canada for a bay. If you would research Wikipedia the article "List of bays of the United States" has the States Wisconsin and Michigan having bays. It is true that the Hudson Bay is vastly larger than those on the coasts of the states of the U.S., dwarfing them to a point they may have been overlooked in setting the criteria, yet they are indeed bays.
Wisconsin: Chequamegon Bay, Green Bay, Sturgeon Bay
Michigan: Big Bay de Noc, Grand Traverse Bay, Green Bay,
Little Traverse Bay, Saginaw Bay, Thunder Bay,
Whitefish Bay, Anchor Bay
Ohio: Sandusky Bay
It seems what may have been intended was "oceanic bay", and not simply "bay".
