A, B, C, and D are four positive integers whose sum is 2019. What are the largest and smallest values that A*B+B*C+C*D can be?

Your max value is significantly lower than the actual maximum.  Using an even dispersal is not the best in this problem.  A and D have less effect that B and C on the maximum possible total.
