Remembering that 210L is 210,000 cm^2, and working entirely in cm units:

V=210000

Area of drum, A=210000/90

Diameter of cylinder, D = sqrt(4*A/pi)

Volume spilled then is 0.5*A*D*tan(10) cm^2, divided by 1000 = 11.213L

Remaining volume = 210-11.213=198.787L
