The list above consists of 6 triplets of letters, which you are asked to partition into 3 subsets:
Subset I will contain 4 members sharing a common feature,
Subset II will contain one member that can be added to Set I, if its definition is broadened,
Subset III, the last triplet that is "odd man out"

Some Thoughts One possible partitioning Comment 4 of 4 |
Subset I:
BER, DUB, STA, and TAL -- with the initial and final letters transposed are all words that may be found as common nouns in some standard dictionaries:
BER => REB: a Confederate solider in the American Civil War
DUB => BUD: a botanical undeveloped shoot
STA => ATS: plural of at, a monetary subunit of the kip
TAL => LAT: informal for the latissimus dorsi, a lower back muscle   

Subset II:
LUB -- with the inclusion of proper nouns
LUB => BUL -- the 8th month of the Old Hebrew calendar
*(REB is also generally listed as a proper noun but is a common noun as well with no change in definition)

Subset III:
OSK -- "odd man out"
