In the crossword puzzle below, instead of clues to the meaning, we supply the consonants, in alphabetical order, not necessarily the order in the word. Each of the full words is 6 letters long. There are no Y's.

 Classical answer.   call it solution #1
1,4,5 :  PIQUED, REASON, AZALEA
1,2,3, : PARIAH, QUASAR, EVOKES

I assume the above was author’s  intention.

Since nothing in the text of the puzzle precludes the  use 
of non-English words QUASAR may be replaced by QUISAR providing solution #2:
i.e.    PIQUED, RAISIN, AZALEA & PARIAH, QUISAR, EVIKES

Solutions #3 and #4 may be derived from those above by replacing the word AZALEA by AZAZEL,  since the quantity of consonants in any row was not specified explicitly  and repetition was not excluded.

AFAIK :
QUISAR  in Portuguese is to want.
AZAZEL is acceptable in English as the site where candidate offerings were kept prior to scapegoat rituals.
