My earlier comment was premised on the mistaken belief that I C EURO had a valid anagram. Therefore, I confirm having obviated the foregoing in its entirety.
An anagram of I C EURO Is COURIE which leads one to surmise that the INTENDED answer was COURIER.
Therefore, the problem text should have been:
1. OUR RICE (=> COURIER)
IMHO:
4. MORE SMILE (=> SOMMELIER) alone would have made a GREAT PUZZLE.
