Furthermore, I have removed any punctuation and jumbled the two-letter fragments about so the word order has been disarranged. I take the instructions to mean that after producing all the 2 letter
fragments, they were simply re-ordered. That is, the two letters of any fragment are left as is, and not reversed. But seeing "qe" present, I am not so sure. Few normal words end in q and fewer still contain qe. But, maybe it is a quote containing an acronym like IQ.
