That's not necessarily true. In cryptography, it's often the custom to only include necessary information. The more ciphertext available to a codebreaker, the easier it usually is to decipher it. While this is not exactly a difficult cipher to break (I found the "take the money ..." part by simply looking at it), just because a word was omitted does not necessarily imply that it was done by accident.
