The statement is "No Canoes Sink in Water" The answer is based on the Periodic table of elements, where "P" is the period number and "G" is the group. Cross reference the axis on the table to give you letters, when written next to each other they spell out the statement, as to whether it is true or not, Larry said " a canoe made of lead would sink", I tend to agree, provided it displaces more than it's own weight in water The 2nd part should now be easy, it's not possible to encrypt every message this way as all the letters of the alphabet are not present in the table.
