Then,

W1 -> m e * i t o * * * * * -> meritocracy

W2 -> * e * o t I * m --> nepotism

Lexico.com gives the meaning of meritocracy as:

"A society governed by people selected according to merit."

Oxford Refrerence gives the meaning of nepotism as:

"The action of appointing and promoting family relatives."
