5. What is the smallest multiple of 99 whose digits sum to 99 and which begins and ends with 97? 

so it wasn't just that it was divisible by 99 but that the digits summed to 99.

In fact this was on this site in 2016 as Smallest Multiple of 99, which you posted, where it is mentioned the digits must sum to 99.
