Consider the abovementioned addition and multiplication problem.

Determine the number that will replace the mark of interrogation, given that it is NOT 12.

Notes:

  1. All the calculations are in the decimal (base 10) system. Calculations done in non-decimal system is NOT permissible.
  2. Although this puzzle is in "tricks" category, some amount of logical thinking must be enunciated while solving this problem.

I'm going to say 2.
There is no operator connecting the rows together.

But if the rows do add together, then you could reason that the 'x' is a 1-digit variable rather than a multiplication operator.  Then you could say that the answer is 112 + 10*x.   But the problem does say "addition and multiplication problem", so this is probably not the desired solution.
