It's an obvious reference to the ancient city of Pilot, CA, where as history records, Roy Blute's illegal, black market spear trade is said to have thrived.  Always keen on fine craftsmanship even whilst committing subversive activities, Roy made the fatal mistake of affixing

"Made in Pilot, CA"

to all of his high quality spears.  Ernie (who later became leader of the party who overthrew his brother's resistance) was able to thus trace his underground arms manufacturing from these labels and eventually bring the perpetrator(s) to justice after much bloodshed and woe.

(NOTE:  Tragically, Ernie himself was never able to see the fruits of his vengeance as he himself was mortally wounded in a knife fight with three Tibetan monks and an ungulate named "Moo Henry" that his brother employed to assassinate him.  Ernie's last words were said to have been "canyon art is unweildy," although many scholars are willing to admit their translation of the ancient Blute tongue is fifty/fifty at best.)
