My first thought, was SMS, having noted that the words in the puzzle (and Dan Blume's "Spoiler?" response) consist of an even number of digits, which could have suggested a key and then the number of key presses thereafter (but a '67' or '19' voids this thought).  But pairing is logical and suggests a grid format of some type.

Assuming pairs of digits, the first word is 4 characters, the second is 2 and the third is 3. 

Now as the code ends with a question mark, a reasonable guess would be that these three words are: "WHAT IS THE "
