Try again, it worked for me just by right-clicking and choosing 'Save Image As' and typing colornoise.wmv then I just had to force Windows Media Player to play the file even though it didn't recognize it. 

On a side note, I did notice that the sound clip, although clearly the intelligible aforementioned quote from the movie, did have a certain degree of noise.

This begs the question of wether there is more hidden underneath.

I am remembering the movie Contact when they decode the intergalactic prime number message to find the Broadcast of the Munich Olympics and upon further examination found the plans to the interstellar teleportation machinization.  OK, I'm sure Jay hasn't encoded the map of the human genome or anything, but it sure would be slick if there was more than meets the eye.
