Here is a chart of some of the black holes near Black Holes Bay:

REDUD@EFLIN-GOSYLZ@ROOM-GLA@KIVORES-B@BC@THID@@

(Hint: The @ are the black holes and they always appear in the right places.)

With 4 letters at most in each dial, it's possible to figure out where the letters go even though the letters don't remain in that order.

Besides, that would move the black holes which "always appear in the right places"
