I think that it is base 25 (at least), in which case the letter O would be the 25th digit. (0123456789ABCDEFGHIJKLMNO)
Dopey's point about base 26 using only
letters may be true, but there is a numeral (1) in the problem, which
implies that whatever the base, there are indeed numerals involved.
For accuracy, the answer should be given in the same base as the original equation. So for any base > 24, the answer is...
x = N
Or if one feels the need to change it to base 10...
x = 24
