0, 4 and 5 - the only numbers that appear three times - are the only three numbers which appear in parentheses.

Also, just as nearly every number appears twice, nearly every letter appears twice as well. Again, the exceptions are the letters in parentheses - h, t and S - which appear only once.

If the numbers give hints as to the orders of the letters, then the puzzle can't be completely disordered. Letters and numbers might be paired up somehow. Clearly, letters and numbers alternate within each line, but this isn't always true moving from line to line (line 2 ends with a number - 91 - and line 3 begins with a number - 6), so perhaps the lines must need to be rearranged somehow.
