This is supposed to be the name and hometown of someone... can you work it out?

Writing the respective  positions of HILL and MASS. in words, we have:
JOHN under HILL
and over MASS

The first line clearly spells out John Underhill, the name of an individual 
The second line spells out: Andover, Mass.
We know that Andover is the name of a town located in the Essex county of the state of Massachusetts located in the New England region.

Therefore the puzzle indicates the gentleman Mr. John Underhill from Andover, Massachusetts.
