If this percent is between 0 and 50, what pair minimizes b+d?

The smallest minimized b+d pair is 3/8 & 5/13 (8+13=21).
Each, when rounded, equals 38%.

Next smaller minimized b+d pair is: 1/8 & 2/15 (8+15=23).
Each, when rounded, equals 13%.
