The largest number is in the center and the 12 smallest numbers
are around the edge.

'W' is the 23rd letter of the alphabet.  There are two 23s.  Maybe start with one of them.

The circles seem to be connected.  If they are only connect by straight segments the entire diagram is really two disjoint networks.

Some of the difference between circle connected by a straight line are very large (over 26) but if we allowed only angle connections then each is connected to a number that differs by no more than 14.

Are any of these observations relevant to the solution?
