No idea why somebody (not me) rated this problem a 1. As a rule, I won't rate a problem that I haven't tried to solve, and I didn't tried to solve this one. Just to prove my innocence, I'll make an exception and rate it a 3, which seems about right.

Of course, there is no clear guideline on how to rate a problem. I usually do it based on how unambiguous a problem is (clearer and error-free is better), how difficult the problem is (more difficult gets a higher rating), and how much I enjoyed it.
