All vowels as shown, 21 missing consonants:

6xT; 4xL; 3xR; 3xS; 2xV; B, H, N.

Of course.

Both sayings fit the alphametic, but only the first may be attributed

(albeit only figuratively, because the phrase is a nice pun only in English) to a wise man.
