(Hint: The @ are the black holes and they always appear in the right places.)

It would be difficult to solve this if you had to turn the wheels horizontally, as well.  It would be like an evil word-puzzle version of Yoshi's Cookie.  I have tried using this method, but BLACK HOLES is still the only meaningful message I can come up with.
