Well, the hints you've already received tell you more than you might
think. I'm not going to give any more hints just yet, but I will
clarify the hints already given if necessary.
"disorderly" - one of the dictionary definitions is "completely unordered"
All the numbers, as you observed, appear twice, with the exception of
0, 4, and 5. What else do you notice about the numbers 0, 4, and
5?
The fact that each number appears twice is extremely important to this
code. The numbers somehow indicate the correct order of letters.
Try some stuff, I say. All cryptography puzzles require at least a little trial and error.
