We consider the given numbers on the basis of the positions they occupy, reading left to right and disregarding the slashes and the blank spaces, in the problem text.

Denoting the number in the ith position as n_i, we define m_i = n_i + (i-1). Then, the letter to appear in the ith position corresponds to the (m_i)th letter in the English alphabet. If for a given j, (m_j) exceeds 26, then m_j is equal to n_j + (j-1) - 26 for that j.

For example, the 3rd position in the problem text is occupied by 25, and so m_3 = 25+3-1 = 27> 26. Thus, we replace the number in the 3rd position in the problem text by 27 - 26 = 1st letter in the alphabet that is "A".

Accordingly, the given code when deciphered reads as:

"Beauty is in the eye of the beholder".
