This is not surprising, given the encryption method.

"'W' is the 23rd letter of the alphabet.  There are two 23s.  Maybe start with one of them."

You do need to know "W" is the 23rd letter, but the two 23s do not represent "W"s.

"The circles seem to be connected.  If they are only connect by straight segments the entire diagram is really two disjoint networks."

The circles are not connected to each other so much as they are connected to the "dots" or "nodes".

"Some of the difference between circle connected by a straight line are very large (over 26) but if we allowed only angle connections then each is connected to a number that differs by no more than 14."

This tends to happen, given the encryption method.
