To avoid ambiguity- scan sequentially from left to right and in the sentence "THIS TEST GETS TROUBLE" you should reach a count of 9: 4 starting with the 1st letter of the sample sentence, similar 4 starting with the fifth plus another one beginning with the eighth letter (the last letter in the word "TEST").

I did the same thing as Steve, except in Excel.  The end result was a column of all the T's, E's and S's in sequential order. 

For each S, I counted how many T's came after. 

Then for each E, I summed up how many of these ST pairs came after. 

Then for each T, I summed up how many of these EST triplets came after.

This worked out to 41,122 (which is the sum of the values in the rightmost column below):

I'm not 100% sure I did it right but that's what I came up with.
