I wanted to say to Steve H. that I too got it immediately. The reason I post is not to claim any brilliance (Steve H. likewise posted modestly), but rather to think about why identification was so immediate.
I grew up in the time of the quote and have heard it often repeated. (I was unaware of the urban myth about the quote that SH mentioned, thank goodness).
JFK did have a style and a knack for saying quite beautiful things with short exclamations: "We shall proceed with VIGOR!"; "Do NOT ask what your country can do for you, ASK ...." He also often offered diplomacy with grace. There is somewhere a great speech about peace with the USSR (finding mutual interest) that I recently found and also found illuminating.
