Without looking at a list/map, since that would trivialize the exercise:
1. Maine
2. Massachusetts (13) / North Carolina (13) / South Carolina (13)
3. Tennessee
4. Iowa
5. Ca-li-for-ni-a/West Vir-gi-ni-a/Lou-i-si-an-a (I suppose this one depends on speech pattern...)

8. The "tricky" letters are covered by: J - New Jersey; X - Texas, Z - Arizona). That leaves "Q" as the odd man out.
