What are the next two entries in this sequence?

Brasilia, Berlin, Rome, Buenos Aires, Montevideo, ??, ??

The entries in the sequence are the capitals of the countries that have won the most world cups. Brazil, Germany, Italy, Argentina, and Uruguay. The next two are France and England, so the next two entries should be Paris and London. The order is given by which team won most recently in the case of ties. However, there were other interpretations of the sequence that people had that also work.
