The alphametic:
words * war = actions
has the following assignment:

1  2  3  4  5  6  7  8  9  0
i  w  o  r   a   t   d  n  c  s

Then, the given alphametic solves as:
23470 * 254  = 5961380

The structure of the coded phrase thus becomes:

(-) wounds  (-) words  (-) worse (-) wounds (-) sword

Now, checking on well-known proverbs, in accordance with the problem title,  we  can discern that this corresponds to:
"The wounds from words are worse than the wounds from sword", which is the required missing proverb.
